Terms of Use
Last updated September 26, 2026
These Terms of Use (“Terms”) govern your access to and use of highbeamai.org and its pages, content, data and tools (the “Site”), operated by Highbeam Institute (“Highbeam,” “we,” “us” or “our”). By using the Site, you agree to these Terms and to our Privacy Policy. If you do not agree, do not use the Site.
1. Changes to these Terms
We may revise these Terms at any time by posting an updated version on this page. Changes take effect when posted, and your continued use of the Site after that means you accept them.
2. Eligibility
The Site is intended for people 13 and older. If you use the Site on behalf of an organization, you confirm that you are authorized to accept these Terms for it.
3. Our content and intellectual property
The Site and its contents, including text, research, data, graphics, logos, design and software, are owned by Highbeam or its licensors and are protected by copyright, trademark and other laws. Except as these Terms allow, you may not copy, modify, distribute, sell or create derivative works from the Site without our written permission.
4. Permitted use of our research
We want our research to be read and used. You may:
- read, download and print material from the Site for personal, educational, research, journalistic or policy purposes;
- quote reasonable excerpts and share links, with credit to Highbeam Institute and a link to the source; and
- use our published data files, with credit to Highbeam Institute.
You may not republish whole articles or reports, present our work as your own, alter it in a misleading way or use it for commercial purposes without our written permission.
5. Trademarks
“Highbeam,” “Highbeam Institute,” the Highbeam logo and related names and marks belong to Highbeam. You may not use them without our written permission, or in any way that suggests we endorse or are affiliated with you, your organization or your work.
6. Acceptable use
You agree not to:
- use the Site in violation of any law or regulation;
- try to gain unauthorized access to the Site, including its password-protected features, or to the systems and networks behind it;
- interfere with or disrupt the Site, including by introducing malicious code or placing an unreasonable load on it;
- use automated tools to access the Site in a way that sends more requests than a person could reasonably send in the same time;
- collect email addresses or other personal information from the Site; or
- impersonate anyone or misrepresent your affiliation with any person or organization.
7. Preview features
Some features, including Highbeam Atlas, the Policy Explorer and the search on our Research page, are previews, and some require a password we provide. Preview features may be incomplete, contain errors, change or be discontinued at any time without notice. The Research page search builds its answers from excerpts of our published work and may be incomplete or inaccurate, so rely on the underlying studies.
8. Messages and feedback
If you send us messages, comments, ideas or other material, you confirm that you have the right to share them. Please do not send confidential information. You grant us a non-exclusive, royalty-free, perpetual license to use any feedback or ideas you send us for any purpose, without obligation to you.
9. No professional advice
Content on the Site is provided for general informational, educational and research purposes. It is not legal, financial, investment, tax, medical or other professional advice, and it does not create a professional relationship. Our studies rely on data, estimates and models that have limitations, which each study describes, and findings may change as new evidence emerges. Views expressed in our work are those of Highbeam and its authors. Nothing on the Site is an offer to sell or a solicitation of an offer to buy any security. You are responsible for your own decisions and should consult qualified professionals about your situation.
10. Third-party links and services
The Site links to third-party websites and loads some resources from third-party services. We do not control them and are not responsible for their content, policies or practices, and a link does not mean we endorse them. Your use of third-party sites is at your own risk and subject to their terms.
11. Disclaimer of warranties
THE SITE AND ALL CONTENT, DATA AND TOOLS ON IT ARE PROVIDED “AS IS” AND “AS AVAILABLE,” WITHOUT WARRANTIES OF ANY KIND, WHETHER EXPRESS OR IMPLIED, INCLUDING IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY AND NON-INFRINGEMENT. WE DO NOT WARRANT THAT THE SITE WILL BE UNINTERRUPTED, SECURE OR ERROR-FREE, OR THAT ANY CONTENT IS COMPLETE, CURRENT OR ACCURATE.
12. Limitation of liability
TO THE FULLEST EXTENT PERMITTED BY LAW, HIGHBEAM AND ITS DIRECTORS, OFFICERS, EMPLOYEES, CONTRACTORS AND AGENTS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF DATA, PROFITS, REVENUE OR GOODWILL, ARISING OUT OF OR RELATING TO YOUR USE OF OR INABILITY TO USE THE SITE, EVEN IF WE HAVE BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. OUR TOTAL LIABILITY FOR ANY CLAIM ARISING OUT OF OR RELATING TO THE SITE OR THESE TERMS WILL NOT EXCEED ONE HUNDRED U.S. DOLLARS ($100). SOME JURISDICTIONS DO NOT ALLOW CERTAIN LIMITATIONS OF LIABILITY, SO SOME OF THESE LIMITATIONS MAY NOT APPLY TO YOU.
13. Indemnification
You agree to defend, indemnify and hold harmless Highbeam and its directors, officers, employees, contractors and agents from any claims, liabilities, damages, losses and expenses, including reasonable attorneys’ fees, arising out of or relating to your violation of these Terms or your misuse of the Site.
14. Copyright concerns
If you believe material on the Site infringes your copyright, tell us through our , with enough detail for us to identify the work and the material in question, and we will review it promptly.
15. Suspension and termination
We may suspend or end your access to all or part of the Site at any time, without notice, if we believe you have violated these Terms. Provisions that by their nature should survive, including those on intellectual property, disclaimers, limitation of liability, indemnification and governing law, will survive.
16. Governing law and disputes
These Terms are governed by the laws of the United States and of the state in which Highbeam Institute is organized, without regard to conflict-of-law rules. Any dispute arising out of or relating to these Terms or the Site will be resolved exclusively in the state or federal courts located in that state, and you consent to their jurisdiction.
17. General
These Terms and our Privacy Policy are the entire agreement between you and Highbeam about the Site. If any provision is found unenforceable, the rest remains in effect. Our failure to enforce a provision is not a waiver of it. You may not assign these Terms; we may assign them in connection with a reorganization or transfer of our operations. Headings are for convenience only.
